There are others such as the Office for Budgetary Responsibility and the Organisation for Economic Cooperation and Development. I believe these figures can be interpreted in different ways. On your point on net contributors, I understand for example those from the European Economic Area were net contributors of £4.7 billion during the period 2014/15 according to MAC and those from non EU countries. Oxford Economics calculated this was £2,300 per year more than a UK born adult. This is principally because they arrive ready to work. As a collective non EU were estimated to cost the Uk £9 billion. The caveat is that highly skilled non EU migrants provided a positive financial impact of £28k over their lifetime. The implication of the cost is indicated as family members, refugees and humanitarian arrivals. According to the Institute for Fiscal Studies, they indicated that during 24/25 almost 3/4 of migration to UK was from non EU countries. The gap between EU and non EU is now closing with the introduction of stricker controls and a points based system, ie skilled worker salary thresholds, higher visa costs etc. Again its a complex picture.
